candidates, it was advisable that Appts. Dept. should see any recommendations put forward by the Board of Education, in case we had information of our own
about any of the candidates recommended etc.,
Now, however, that Major Vischer's committee
has ceased to function and it has been decided that
all vacancies should again be referred to the Board
of Education, it would seem logical to revert to the
original procedure as at 'A' above. The Colonial Service Appts. Board is not concerned with appoint-
ments made on the recommendation of other Government
Departments, and in the case of women candidates recommended by the Board of Education, I do not
think there would be any object in the Appts.Dept!s
being brought in.
The case of a local candidate, for whose appointment a Governor seeks the Secretary of State's approval, is different and a ruling has been obtained. Vide the minutes between 17th and
30th March 1931 in 19607/31 Appts., where it was decided that in such cases Appts. Dept. should
submit through Mr.Tomlinson to the Secretary of
State.
